This would lead me to believe that they are doctoring the report to make it support the fact that he charged the officer.
The physical evidence will not change. Location of casings relative to the officer's position and Brown's, stippling on Brown's clothes and cap, evidence in the police vehicle, and on the officers gun, injuries sustained by the officer, autopsy results, etc. are what they are. No reason not to release it.
The fact they have chosen not to, looks terrible.
