Playing Devil's Advocate...were he to "clear" the officer (or, at least agree that no evidence to bring charges), I'd suspect that it would go a LOOONG way to containing the ire of the irrational riotous assholes.
It could be a very positive thing to have the Justice Department support a case of "no charges"

No, it wouldn't. They'd just start talking about how they were sold out and how they thought Holder would know what they go through but apparently he doesn't.
