The difference between assault rifle, assault weapon and semiautomatic weapon is just semantics, as you say. But as soon as you introduce the word "automatic" to the discussion, you're no longer debating semantics from a legal standpoint, and legality is the point of this debate.

EDIT: The reason that folks get upset when people try to blur the line between automatic weapons and semiautomic weapons is because in the U.S., automatic weapons are already as hard to get as semiautomatic weapons are in Japan, and no one's trying to make them easier to get.
