It won't just be for special events. Whenever it is real busy it may be 2-3times(2X-3X) the normal fare. The only time this happened to me was in NYC this past December when we tried to hail a cab on a cold, rainy, slushy night and could not get a cab for like 30min. Every cab was full that passed by. I would have done Uber 1st but a guy in our group didn't want to. Well after a while I said f it and uber was 3X the cost but at that point we didn't care. Uber was there in 2min.

Thats the point in the supply vs demand thing. If rates rise to 2.5X, that entices more drivers out to the road, and brings the rates back down. I am not sure yet how fast that process works though (i.e. if you wait 30 minutes, do rates drop?), but we will probably know by the weekend

While a special event can cause surge pricing, it is not the only thing that could create a lack of supply.
