I don't think anything would stop a mass panic, rioting and looting if the conditions presented itself. I've seen too many people act like nuts during hurricanes to think otherwise.
All that it would take is for government checks to stop coming for a week or two and it would be on.

Without basic needs being available for survival, people get desperate. It's human nature.
