Oh no, not terminal people. People who drink a fifth of whiskey a day will get a shot every hour on the hour if they come into the hospital for something else. The logic is "Why give them something else (valium, for one) that they can get addicted to when I can just give them what they're already missing?"
Heavy drinkers come to the hospital for other stuff all the time. This wasn't meant to apply to the severe, terminal alcoholics as described in the OP.
