Harrelson and Dawson are the only OLB's from last year if Butler is a no go.
Powell is more like Jr I think.
Perhaps he's just better suited for the outside or they are looking for versatility.

Judging from his college game, he's suited pretty well for the ROLB where Harlson plays. He'll be better at pass coverage and run stopping rather than pass rushing.
