Anyone who read the Hobbit should know the answer to this riddle.

The eagles helped out the group in the Hobbit, Tolkien's 1st work. In it they flew them out of danger and then dropped them at a certain point because they wouldn't go any further because they feared getting shot at by the arrows of men. They were getting shot at because they would often steal and eat their sheep. The eagles aren't supposed to be omnipotent creatures. Even regular arrows can hurt them, you think they wouldn't be confronted in Mordor?

Why would they flow low enough to be hit by arrows going into mordor? They would fly high, out of sight, then drop down at the mouth of mt. doom. It's not like there were guards there (that we know of).
