Players and Fehr would not budge on the salary cap and owners
pretty much took the "acting in the best interest of baseball" power out of his hands and took over the negotiations.

Lets look what happened in the 22 years before the strike.
There were 4 strikes leading up to '94 and since then (20 years)
they've had none. I think that'll be Seligs impact and legacy...the 2 parties couldn't even agree on a contract til April of the following year '95...how could've he prevented the WS cancellation if the 2 parties couldn't reach an agreement til 7 MONTHS later?
