Probably somewhere in Hawaii. I mean that place wasn't even USA until 55 years ago, and it's an island in the Pacific Ocean.
From what I've been to, Laredo TX, the least diverse city in the country. 98% Hispanic. Definitely Laredo. The downtown feels like you are in Mexico.

I live in NO, but I was stationed at Pearl in the Navy. Honolulu is the right answer, and it isn't even close....
