If someone asks you if they are your medals and you tell them that are, or if you tell them that you are in the millitary while you are in uniform and you aren't, If you are wearing name tapes, medals, or insignias and saying you are in whatever they signify you are involved in, then yes it is a federal crime.


eta: he also impersonated an MP and threatened to make an arrest

Wrong
The law amends the federal criminal code to make it a crime for a person to fraudulently claim having received any of a series of particular military decorations with the intention of obtaining money, property, or other tangible benefit from convincing someone that he or she rightfully did receive that award.
