So what the cop should have done?

Refused to give information after being repeatedly asked calmly. They guy wasn't even attempting to obtain them while talking.

Refused to step out of the vehicle after being asked multiple times.

The cop should have said that the guy called his bluff and walked away?

At the end of the day if someone doesn't do what you must insist they do, the result is always violence.

My point is that the only reason why this stop went badly is because the guy didn't do what was legally required of him, which is supported by the fact that he didn't do simple tasks that even your source site states you must do.

no. Instead of getting in a shouting match, let the man finish, then tell him to exit the vehicle. It's basic conflict resolution type stuff. Instead of ESCALATING the situation, wait 2 minutes and DEescalte.

the only reason

thats a stretch. There are a multitude of ways this could have gone down that never included violence. if the kid wanted to do his little speech, let him. Whats the cost, 2 minutes?

who cares.
