If someone asked me right now, I'd trade the ISD for the city in a heartbeat.

I honestly believe that the ISD would kickstart housing in EBR, and the city would prosper as a result from the new residents who will inevitably shop in the city and visit downtown, etc.

Texas has proven that ISDs can work very well.

The ISDs in Texas did not form because of bad school systems, they formed due to growing populations.

Texas ISDs have nothing to do with incorporation of cities. Texas ISDs have to share their tax revenue with poorer districts. Texas ISDs that do well have good demographics. Same could be said for any school system outside of West Virginia.
