Seriously, AD...I was under the assumption that a 'tax credit' is an IRS deduction off of taxes that are paid in/owed. Would I be wrong?

Technically, you would not be wrong. The poors will still get welfare and the government wouldn't have to pay for it. Tons of people and businesses buy tax credits to reduce their tax burden.

Why wouldn't you support this? Aren't tax credits viewed as a good thing?

we come out cheaper subsidizing/guaranteeing the basics (food/shelter), but with QUALIFIERS that those who access them...commit to improving their civic responsibilities. Just like those of us who PAY THEIR subsidies, do.

Tax credits are not subsidies. There would be no more subsidies!
