No. Three months is plenty of time, but you do it on an account by account basis. You don't let it stew for a long time, and then cut everyone off at once. And you offer means-tested assistance before turning shite off, not after.
Water departments all over the country handle this just fine. It appears that Detroit is trying to trim the fat in preparation for privatization.

The only hope Detroit has of rebounding is privatization. I'd save time and just napalm the fricking place.
I'd say process the Detroit poors into food for other poors, but we don't want a cholera outbreak on our hands.
