Because the debates are framed with circular discussion regarding matters that don't matter.

This allows the leaders to adequately handle world affairs out of the limelight. Both sides have fully embraced this tactic and have made it more and more sophisticated over time.

Notice how zero legislation is pushed through without massive gluts of riders and bullshite hat nobody ever knows about. Again, both sides here.
