It kicked into overdrive in 1988 with Lee Atwater, Bush Sr's campaign manager. He was later stricken with cancer and offered a mea culpa saying he regretted some of the hard core tactics he pioneered. Late 80's is when the culture wars started getting intense although I think it really got started with the chaos of the sixties.

I think I first noticed it during the Clinton Presidency, and then it has just gotten worse.

"It" kicked into overdrive with Jefferson vs Adams.
"It" relies on a gullible and/or receptive mindset. A fact-seeking electorate would end the BS. Most of our populace is unfortunately more interested in a good story, than sorting out facts.
