Where I hunt in SW AR, we'd NEVER get to kill a deer w/ this rule in place. The rules are a good idea for deer management, but gotta be careful getting to specific. The MAIN thing is hunters being able to at least roughly age deer on the hoof. But it's easier and faster to count "1, 2, 3...BOOM" than it is to age deer.
