This is a dumb misconception. I'm guessing you've never been to LA?
There are shitty parts for sure, but West LA is absolutely awesome. Many of the extremely nice areas you mention lie within city limits.

"City limits" is pretty much irrelevant in LA. The Pacific Palisades is technically in the LA city limits. Are you going to tell me that's big city living like Manhattan?
