I would think reckless endangerment for the adult since the 15 year old isn't licensed.

The "Permit" allows them to drive with a parent or a sibling who is 21 or older. They have to attend a 38 hr classroom and driving course to get permit, which they must have for 6 months before applying for license.

By law, I think that would be the case. Driving age was 15 when I got my license, so I have a problem with the charge.
