Back in my day, one had to be a level II or higher trooper to become a Ranger.

I understand that but all Rangers must be troopers. I have never met a TX Ranger but I have read about them because I like cowboy history. He did not say he wasn't a ranger so if he is a Trooper he may well be a Ranger.
