As an aside, your article did an exceptional job of explaining what the challenges are for the ISIL to remain "in power" to the north.

My course of action? Cut off their funding. Let them shrivel and die.

I think you can make a good case that not aiding the FSA allowed ISIL to grow.

The problem with your strategy is that at this point ISIL has plenty of resources. I think their real problem holding on to power is their radicalism. Currently Sunnis in Iraq (especially former regime military) have a marriage of convenience with them. But they don't want a world governed by a fundamentalist interpretation of Sharia.
