As speed increases, wet traction is considerably reduced. Since hydroplaning can result in a complete loss of traction and vehicle control, you should always reduce speed when raining..

Some states and municipalities have laws regarding the conditions. Pretty sure going the posted speed limit in bad conditions will get you a ticket here, should you get in an accident.
Can't imagine losing a child that way. I've got a real soft hear when it comes to small children.
