Online Portfolio/Web Site Question

I'm looking at highlighting some professional work/portfolio, and my old college site will probably go down soon.
Any good places to do basic web design (I only know very basic HTML, and I don't feel like getting dreamweaver), and good web hosting services?
I'm leaning on the cheap end, but any input would be appreciated. I'm not too well-versed in this area.

eta: college site, actually is still good till 2015 but I'd like an alternative site as well.

Are you wanting a custom domain name? If so, most of the domain register companies offer hosting. I use namecheap for my domain registration and I have a site on webhostingpad that I paid for a long contract before finding namecheap. Not sure if I will move the hosting when the contract is up or not.

$1/mth and free domain name. Simple drag and drop interface. You can use html/css if you want to, but it's not at all necessary. For the price and usability, it's pretty hard to beat.
