It doesn't shock me that dogs bite. Hell...pugs have the capacity to bite.
Dogs are still animals. No matter how much we love them and train them...they are still animals that have the ability to act unpredictable.

You take that back! My poor pug has been poked, tugged upon, grabbed by the tail, pug slammed, and bashed over the head by all manner of children's swords, and she has never bitten anyone. In fact the only aggression she has shown in her seven years was when someone brought over this D-Bag dog who kept trying to steal her treat after eating his own. She rolled him good, but it was after the other dog attacked her. I DEMAND RETRACTION!

True. But you yourself posted what amounts to the key difference though....

I'm sure the ER gets dog bites from several different types of breeds of dogs.
However...the ones that actually need to be admitted, that require plastic surgery....are typically the pit bull bites. Again...because of the strength of the jaws. I don't work in the ER so I couldn't tell you what kind of bites exactly they see. I just see the ones that end up admitted to the pediatric floor for antibiotics and a plastic surgery consult.
That's the issue. A poodle is capable of biting a child...it's just that the child isn't gonna be disfigured because of it.
