Usually it's something very simple. Hope you didn't damage the diaphragm when you took the carb apart. Busted diaphargm will cause it to flood out. See if the choke will actually open and close. And try to start the motor with the plug wire off the plug and see if you've got spark on the plug wire. I'm figgering you know how to check the spark.
Might have bad gas? Water in the gas? Old gas? I'd run 100% gas in it and stay away from the ethanol mixture.

Sounds like it isn't a spark plug problem. Your flooding somehow. Like suggested the diaphragm may be the issue. When it won't start, spray some carb starter in it and let it run for a while. When you shut it down, watch the filter again

OP is in Houston region. Has no choice but to use ethanol mixture.
