I know, we can't save stupid people from themselves.
But I want to keep Entities from abusing their stupidity to get tax payer dollars.

Much less about degree choice, and more about this.
A successful person will be a successful person regardless. Some people just have that inner drive, others don't.

The only way this "works" (term used very loosely) is if ALL federal grants and loans were pulled so that colleges actually had incentive to compete on price to value.
Of course, the decade or so that it would take for the market to correct itself would be absolutely grotesque.

I don't know your siblings, but there was a time in the American workforce where you took a job, usually started at the bottom, and not only were you encouraged to keeping moving up, but companies actually took employment seriously and invested in them. So they didn't need the perfect candidate from the first day. They could get someone who they felt was worthwhile, start them at the bottom, and make them prove their way up. If you couldn't pass a level, then yeah you probably stalled, but you most likely weren't at the bottom, and were probably making more than a waiter.
We need those days back. We shouldn't write someone off because they studied theater arts in college.
The flip side of this is that the positive reinforcement of culture has caused many of the Gen Y to believe they are worth exponentially more than they actually are, so starting at the bottom is a no go. So they are stubborn until they have to wait tables just to get by. That's a problem too.
Oh and old folks won't die or give up their positions. That too.
