I always thought it was awesome how everyone, especially Cat, went on and on about how noble and honorable Ned Stark was, all while she raised his kid from some whore he knocked up. I guess it was just how things were in those times and banging whores on the side was just a way of life and a natural born right.

From the conversation Robert and Ned have talking about Jon Snows mother, you definitely take away that it was an isolated incident.

And Ned was ashamed of it.

Where as Robert bangs whores on the reg.

I don't know if it's a legit book quote or not but a joke apparently is "Ned Stark is the most honorable man in Westeros. Just ask his bastard."

I think pretty much everyone, Ned included, treated it like it was a mistake and lapse in character, not as you describe.
