The British gave us two separate reports about terrorists using commercial airlines as attackers.
From what I read, Egyptian Intelligence gave the U.S. info saying that "20 al qaeda operatives slipped into the U.S. and that four are training in Cessnas".
According to the Loose Change documentary, our government was running drills on a hijacked airliner.
I believe they either flat out knew, or are more incompetent than what anyone could believe.

Which perfectly frames my point...
Even if someone respected told the CIA "soon, terrorists will use a commercial plane to attack a building, we know this for a fact" the rest of the conversation would go as follows:
CIA: "Ok, what airport will it be?"
Foreign Intel: "Don't know."
CIA: "...what state will it be in?"
Foreign Intel: "Don't know."
CIA: "Will the plane depart from the US at all, or be international?"
Foreign Intel: "Not sure."
CIA: "Ok, well can you at least say what you mean by soon? As in tomorrow, or next spring, or in a year?"
Foreign Intel: "Soon."
