That is the primary one. When I owned a small farm in MS I was allowed to buy ammonium nitrate in small quantities for my corn. I was never once visited by the ATF but I was visited by the Dept of Ag and they checked it.

How long ago was that?

I was working in Starkville about 5 years ago and met an ATF agent that was checking ammonium nitrate stocks at various farms in the area.
