I've used uber in both San Fran and in Los Angeles right now. When a driver rating drops below 4.6 (5 point scale) they can no longer drive for uber. The drivers rate their customers and can refuse to pick up riders with low scores. Cars are clean and have to be less than 7 years old. No cash is exchanged (paypal and credit card) and no tip is expected. An enjoyable, hassle-free, relatively inexpensive mode of travel. As expected, taxi unions are battling uber legally.

I don't know for a fact about the ranking system but I believe it and all of the rest is 100% true.
