ake a look at La. R.S. 33:2-4. These statutes say that once the signatures are certified, the governor is to call a special election to determine whether the area listed in the petition is to be incorporated. These statutes do not specifically address what happens if an existing city attempts to annex part of the area defined in the petition.
By the time the certification process is complete and the result is sent to Jindal, the MoL, BRGH, et al, would already be in the city of BR.
