You asked if it was inappropriate. I think that question is irrelevant. Do they have the ability to not play? Yes. Could you stop it without the force of law? Probably not.

Theoretically, you would "stop it" by enforcing whatever provisions exist within the collective bargaining agreement with the players. There is no accusation from the current players that the owners aren't living up to the the CBA or are engaging in discrimination or any other activity that would indicate a hostile workplace. Work stoppage is a huge issue and the players would be violating the collective bargaining agreement. I don't know what the legal recourse would be, but I don't think it matters.

But, that doesn't go to my point that the NBA acting to protect its self interest is rational. The players unilaterally deciding that they won't play if an owner isn't removed simply because they disagree with who he is behind closed doors, is not.
