For quality of life issues, I would much prefer california to texas. the weather, the food, and things to do are far superior in california. It costs more, but the jobs pay better out there.
And while I am sure that california's regulations played into this, its also an employee cost and retention thing. Toyota has a ton of IT staff in the bay area, and those frickers cost 2x the national average.
