Wouldn't kids get the chance to impress scouts or colleges by playing high school ball?

Travel ball starts at like age 9 nowadays. A lot of the best players start travel ball before HS. That means that rec leagues are inferior competition. Even if you are good it's hard to improve. Almost all HS ball players played travel ball before HS. I don't know if Legion ball even still exists. Poor kids just don't get to play enough against good competition to make a HS club these days. Even if they do play HS ball, their parents normally can't afford summer and winter travel leagues so others pass them up. I've heard stories of some HS coaches not even considering a kid unless he played travel ball. So we have a much smaller talent pool to chose from in America.

That's weird. I played club soccer growing up but tryouts in high school were open to anyone. Several guys made the team that never played upper level competition

That's an interesting observation that I have never thought of before. I think it has some validity.
