Driver B wouldn't have an arrow if the opposite direction also had a green light.

Some lights have right turn arrows that come on when the light is green.

If it is the case that there is green in one direction and green arrow in opposite, then someone screwed up programming the light.

For scenario 1, Southbound has full green. Northbound has red except for protected right turn arrow. Intersection in example is Louisiana/Toledano and South Claiborne.
