Nevers proposal was to simply limit St. George's efforts to get signees to the petition. Now whether or not they can get those signatures in the now instituted time frame of 18 months is another issue. Nevers is your typical big government Democrat. The fact that he brought this up, simply means that someone is greasing his palm. Why else would a democrat propose legislation that doesn't affect his area and then have the restrictions further tightened by another Democrat in Dorsey?
The simple fact is this is Democrats being Democrats. Wanting to limit the power and choice of the citizens.
And as someone else said, if St. George is just some small time threat, why go through all this to set a timetable.
To be fair, I don't think Nevers introduced his bill just because of St. George, if at all.
I have a strong feeling this was introduced because of the rash of small towns and villages in this state that are beginning to fall into fiscal administration due to insufficient revenues (many never should have incorporated in the first place).
Nevers sits on the Legislative Audit Advisory Council and has a front row seat on the recent discussions about these financially failing municipalities.
The State (which is already operating on a strained budget) could potentially be on the hook for all or part of the debts of these failing municipalities if they end up completely insolvent.
