Nah. But he does seem to be a proponent for curtailing its power. Half a loaf, and all that... Not enough for the idealist, I guess, but a more realistic approach, imo.

Politics is a gradual thing. Its painstakingly slow. You are not going to jump from Bush/Clinton/Bush/Obama to someone who is like Ron Paul. There needs to be a bridge. Is it Rand? Cruz? Hell, idk.
