I know you said your budget is $700 but if it were me and I wanted some great action shots like the fish jumping and also outdoors scenery. I'd look at a used 7D. It's got lightening quick autofocus (with the right glass of course). You can find a used 70-300 and a 50 1.8 for petty cheap. You'll end up wanting to replace the 70-300 with something better down the road but that 50 will be with you for life (unless you upgrade to a 50 1.4 or 50 1.2).
Try to find a used one with a metal mount. They can be found for $100 if you look hard enough. Used 70-300 is cheap too. So for around $1000 you've got a great setup for action as well as portraits/landscape.
Canon has yet to replace the 7D or offer a mark II because it's predecessor has to be something amazing.
It's also weathersealed/dustsealed (not water proof or dust proof) so a little splash or dusty winds won't effect you.
