Don't offer a number. Let them know that you are certainly interested in the vehicle, but that you would like to have a better price.

When he comes back with a price, providing it is not the number you like, let them know you were expecting a better number than that, based upon the research that you have done and what the competition is offering.

It is their job to provide you with a number. It is your job to decide whether or not you will accept that number.

How do I counter these counters from them then?

What is your budget? My answer to this is usually...I have no budget, I'm paying cash for this vehicle today if you give me a great price.

What number would put you in this vehicle today?

I heard this one yesterday...."It's april so prices are higher on used vehicles."

That's a good strategy. On the other hand, I have also found success with going in hard with my number and walking if they don't meet it.
