How much leeway should keepers have for "protecting" themselves?

Very scary moment in Ukraine on Sunday
Older incident from 2007 (chosen because of the commentator's comments)
There are many more examples of this happening. IMO, the keeper should have received a red card in both incidents. Do keepers have too much leeway right now in "protecting" themselves?

I dont know if the keeper really saw the guy right under him in the 1st one. Hard to tell. Looked accidental to me. Scary moment though
