Dont be a semantics douche...university.
As for the faculty issues... I wont name names because of google searches, but certain older faculty were retained even with poor research/publishing performance in favor of younger faculty members who were literally leaders in their respective fields.
As for the application of funds, I'll tell you the same thibg I told the vice chancellor when I received a bitchy response email after lambasting their waste. Whether the funds were assigned to specific projects or not...if they did not at least attempt to reappropriate those funds, they are guilty of exactly what I accused them of...stupidity and laziness.
