My biggest gripe is he hides behind the constitutional constraints yet refuses to do anything to fix our clusterfrick of a constitution

Accord to the article I just read, HBCU in Louisiana are hurting just as much as other universities. However, I do think its time to do something about Southern University. That might be one of the worse universities in the entire country.It needs to merge and downsize or just be phased out completely.
