There was a link to a news article in a thread a couple of weeks ago (I think Asgard provided the link) about his underhanded procurement of a state contract, supposedly assisted by Bodi White.

It was a no-bid contract for almost three quarters of a million dollars that was eligible to be a no-bid contract because White got the state to divide the total contract into 3 separate contracts each of which totaled less than $250,000, which is the cut off point for no bid contracts. And the guy has no business experience or history which the contract was awarded to perform.

That article also points out that Rainey's business partner is the person who cost La taxpayers $150 million from the Champion Insurance collapse and fraud and who went to prison for it.
