W. Just because we didn't find the WMD's doesn't mean Saddam didn't have them.
There is a strong-held belief that all of Iraq's WMD, chemical weapons, etc. ended up in Syria. The border is quite porous between Iraq and Syria, and Assad has an interest in having them (to either use on his own citizens or against Israel).

I don't want to derail this thread with Bush accusations, but have none of you heard of The New American Century?
It was began by members of Bush's inner circle in 98, and was focused on removing Saddam from power.
9/11 was the perfect excuse to go in.
