Our state had a "truth in sentencing" law that went into effect back in the 80s that said you had to do 85% of your sentence. Our prison population has more than doubled since then. We have since relaxed that a bit and it helped and they are trying to do more house arrest instead of imprisonment. But if nothing comes of that, still no one to blame but the criminal.

When I was researching drug policy in DC, we had what we called a "candy bar" sentence.
It illustrated how much possession of crack it took to get 10 years. MANDATORY.

Drugs have always been a part of society, and they ain't going anywhere.
We have more people overdosing and dying from pharmaceuticals than heroin and coke be a number of ten. Addictions to pharmaceuticals are rampant, and scripts are being written by the day for more.
I'm sorry you have had a loved one become an addict, but addiction should be treated, not incarcerated.
And, making drugs legal would end the black market and regulate the product like all other intoxicants and mind-altering substances. I'm not saying it's foolproof, but we cannot continue these policies of mass incarcerations. It simply is not working.Drugs are everywhere, and any time you lock up a dealer, even forever, someone in a poor community is there to take his/her place.
And there will always be someone waiting in the wings.
