I agree with this. My second favorite after TNG. I thought the standout characters were Janeway, the Doctor, and Seven of Nine. There were definitely some mediocre episodes but also some standouts. Seasons 4,5, and 6 would be considered my favorites with some excellent ones thrown in the others. Janeway would be my choice to helm a ship right after Picard and Kirk. She didn't take shite from anybody and held to her principles just as fiercely as Picard and had Kirk's temper and guts. The doctor and Seven played off each other quite well. Other characters I liked were Tom Paris and Torres.

I enjoyed Voyager thoroughly.
The good:
Great concept to set it apart from the other series.
It forces Star Trek to return to exploration.
Great cast.
The Doctor is one of the top characters in all of Star Trek.
Most satisfying conclusion to a series ever.
The bad:
They swung for the fences and sometimes missed.
Seven of Nine was an obvious grab for male viewers. A weak character but fun to look at.
They had to jump through hoops to include characters from the previous series as guest stars.
The good:
