I've also learned that some state funding for school is tied to how much industry is in your area. The intent of it is that areas with less industry have lower tax bases, and need extra cash. St. George is an exception - however - they will have plenty of tax revenue - it almost all comes from residents - but since there is less actual industry per capita than average - they'll get extra money for their schools.
