I would think it's the AD's call on the minimum punishment and the HC can stiffen it at his discretion. If Meyer did the same as Miles in this situation, the rant would explode. In Meyer's short stint at tOSU he has been pretty forceful IMO.

If you think the AD is the one making the calls on minimum punishment then what makes you say
