When a team wins the coin toss and defers, the other team then chooses to either kickoff or recieve to start the 1st half. The team that won the toss then decides whether or not they want to kickoff or recieve in the 2nd half. I dont think any team had ever deferred and elected to kickoff to start the 2nd half but it is an option.
